Allocated funds can only be used by preparing bills and submit to treasury office, the Accounts and Audit Officer will go through all the bills and then pass on to the Treasury Officer who issue the cheque which is again to be encashed from SBI. However, after the implementation of electronic payment system, almost all transactions/payments are done through e-payment where funds are directly credited to actual firms/beneficiaries with some exceptions in the case of miscellaneous expenditure.
